PROJECT MANAGEMENT QUALITY ASSESSMENT AND ENSURING MECHANISM

Abstract

Introduction. The project quality includes two components – product quality (project product) and management processes quality. The project management quality affects not only the product quality but the project effectiveness as well. Thus, the project management quality is a property of the project team, which ensures the achievement of the project goal and its effectiveness. This study focuses on assessing the project management quality, and aims to identify the nature, mechanisms to ensure, and determinants of the project management quality. This will allow to assess the quality of management at each stage of the project life cycle, in order to identify in time, the problems; and will form a basis for optimizing the measures composition to ensure the quality of management and effective project implementation. Results. A project management quality assessment approach is proposed, which is based on the entropy management concept, and entropy is considered as an integral indicator of project management quality assessment, characterizing the “manageability” of the project and “confidence” in certain project results. This is a new approach to the information entropy applying, which does not contradict existing theories and approaches, but complements and develops them. It is proposed to use information entropy as an indicator of management quality – the ability to assess and minimize uncertainty, i. e. to ensure the success of the project. The “entropy index” is introduced as a relative indicator of the project entropy level. The research shows the interrelation of the categories: “management quality”, “project success”, “project sustainability”. Conclusions. This study identifies the essence of the project management quality as ensuring the project success and the successful implementation of each stage and individual project work. The system of factors influencing the quality of management, as well as the main mechanisms of its insuring are established. The results obtained form a contribution to the project management theory as a basis for assessing and monitoring the project management quality to ensure the project success.
